Setting up an Atrium Test Site

- create the hosted account at site5
- create mysql db and user with phpMyAdmin.
- give user access to the new db
- edit settings.php and update the $base_url variable to use IP
- edit settings.php and update the $db_url variable with new credentials
- upload atrium
- run install.php
